Why adding rates gives the wrong answer

A headline Utah percentage plus a federal marginal bracket does not reproduce net pay. Each tax uses a different base, allowance, threshold or schedule.

Utah withholding is not a federal bracket

Utah annualizes state taxable wages, applies its current schedule and subtracts any remaining withholding allowance. The allowance can make the effective state withholding percentage lower than the headline rate.

Traditional retirement and qualifying payroll benefits can reduce Utah taxable wages depending on their payroll classification.

Marginal rate versus effective withholding

A marginal federal rate applies only to the portion of annualized taxable wages within that band. Effective paycheck tax rate divides total employee taxes by gross wages.
